REC Power Development & Consultancy Limited (RECPDCL) and Bihar State Power Transmission Company Limited (BSPTCL) have officially signed a landmark Memorandum of Understanding (MoU) to develop intra-state transmission projects through the Tariff Based Competitive Bidding (TBCB) mode. This strategic initiative is set to create a modern, reliable, and future-ready power transmission network capable of supporting Bihar’s rapidly growing energy demands and accelerating industrial expansion.
The high-profile signing ceremony was graced by the Hon’ble Energy Minister, Govt. of Bihar, Shri Shailesh Kumar (alias Bulo Mandal). Also in attendance were key administrative leaders, including Shri Ajay Yadav (IAS), Energy Secretary & CMD of BSPHCL; Shri Prince Dhawan (IAS), Chief Executive Officer of RECPDCL; and Shri Rahul Kumar (IAS), Managing Director of BSPTCL, alongside senior officials from the Energy Department of the Government of Bihar, BSPTCL, and BSPHCL.

Key Objectives of the Partnership
The collaboration is designed to fundamentally upgrade Bihar’s power architecture. The core focus areas of the MoU include:
(1) Grid Modernization: Building a resilient, high-tech network to minimize transmission losses and improve power quality.
(2) Transparent Bidding: Leveraging the TBCB mode to ensure cost-effective, competitive, and highly transparent project allocations.
(3) Accelerated Execution: Streamlining timelines to fast-track the implementation of critical transmission projects.
(4) Private Investment: Encouraging greater private sector participation to bring global best practices and robust funding into the state’s power sector.
Hon’ble Energy Minister Shri Shailesh Kumar alias Bulo Mandal highlighted that this initiative will significantly contribute to Bihar’s industrial growth vision for 2025–30 by ensuring reliable and efficient power infrastructure for upcoming industries.
